Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam.
In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally.
The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

server was rude, slammed stuff on the table, wouldn’t listen to what we ordered and would get upset when something was wrong. really disappointing.

Ate dinner prior to show at Syracuse Stage across the street. As always, service and food was of the highest quality, delicious. Staff very attentive and food arrived in perfect timing (as they had advised, 1.5 hrs prior to showtime). Parking adjacent for both dinner and the show super convenient. Was quite loud when we arrived but quieted shortly afterward, still is a fairly noisy place with high ceilings, and the restaurant was full. I used to splurge on a meal here in the late 70s when I was a student at S.U. A pleasure to continue a tradition these many years later. Kudos.

Decided to give Phoebe’s another shot after a mediocre experience several months back. Unfortunately, the positives don’t outweigh the negatives for us here. Service was fantastic and the parsnip apple bisque was very delicious, but everything else was just mediocre. A night out to eat is very special for us, so it’s a bummer when it’s a let down. I can tell there’s lots of creativity happening in the kitchen, but much of the food needed salt and some of the dishes just had a little bit too much going on (the duck bacon wontons were so bizarre) and the mix of the root vegetable hash with the mashed sweet potatoes just didn’t play well. Scallops were very weird and underdone. Overall, I’m glad we gave it another try, but it seems like dinner won’t be the thing we enjoy there. Maybe nice to stop for the bar or coffee.

However, it’s disappointing that the rest of the meal didn’t meet your expectations, especially since dining out is such a special occasion for you. We appreciate your recognition of the creativity in the kitchen, even if some dishes didn’t quite hit the mark for you. Your specific comments about the need for more seasoning and flavor combinations will surely be helpful for the chef. Love this place. I have been coming here for years. Service is always great and food never disappoints. It has a friendly ambience - not too laid back but not too fancy. Perfect for work luncheons and dinners as well as family affairs.
